In the Context of Article 46 of the Constitution of India, Government of Uttarakhand
is committed for welfare of weaker sections of society such as scheduled castes,
destitute, widow, elderly and disadvantaged people.
According to census of 2001 total population of Uttarakhand is 84, 89,349 out of
which Scheduled Caste population is 15, 17,186 (17.9%) and Scheduled Tribe population
is 2, 56,129 (3%).Overall literacy in Uttarakhand is 71.60% out of which male literacy
percentage is 83.30 where as female literacy rate is 59.60.Without all round development
of the marginalized population development of state is also not possible. Department
Of Social Welfare is working like a bridge between marginalized population of the
society and main stream. For this Educational upliftment, Economic upliftment alongwith
implementation of Social security and welfare schemes is being taken up on priority
basis. State is increasing coverage of such schemes every year. Let us hope that
state will reach every needy and marginalized person in future.
